Abstract
Adolescent mental disorder is a global health concern, while depression is the most prevalent type of adolescent mental disorder. The government has been very responsive in the matter, asking the education system to implement regular and universal mental health checkups for the students. Such an encouraging policy paves the way to early detection, prevention, and treatment. It, however, also faces some challenges, such as the chance of having false positives and the need for stakeholders to distinguish between screening and diagnosis. Other issues include the ethical need to follow up those screened positive and avoidance of labelling those screened positive. The universal screening at schools is hence a large-scale program that needs inter-disciplinary integrations among researchers and practitioners in psychology, psychiatry, public health, and education. The presentation offers some perspectives from the angle of public health. One of the discussions is about the nature of the screening tool. Screening tools detecting mental distress developed by psychologists and psychiatrists often focus on symptoms. The screening results may hence point directly to mental disorders. For instance, currently, PHQ-9 is a well validated tool commonly used in the universal screening of depression in the school setting. This presentation discusses about the development of a screening tool basing on protective and risk factors instead of symptoms, which may have very similar positive and negative findings comparing to PHQ-9 (ROC area of about .92). It is however, may hence involve less labelling effect and ethical issues. It may also be able to detect other mental health problems. The implications will be discussed.

劉德輝教授為香港中文大學學士、加州大學伯克利分校碩士及博士、浙江大學光彪講座教授、溫州醫科大學精神科學院領軍人物及應用心理學系系主任、溫州醫科大學公共精神健康中心創始主任、溫州醫科大學附屬康甯醫院公共精神衛生首席科學家。現亦擔任英國皇家内科醫學院公共衛生學院院士,香港中文大學終身教授、博士生導師及健康行為研究中心創始主任,曾任該校公共衛生學院副院長、中國科學院心理所客座教授及海外評審專家及顧問。他是 2023國際的 Best Scientist Award及2024年 Medicine Leader 得獎人,及入選Stanford University 全球 2%頂尖科學家(2022年為全中國公共衛生排名首位)。劉教授是國際知名的行為及心理健康學專家,曾獲由二十多個國家分會組成的國際行為醫學學頒發傑出科學家獎和國際合作獎兩個獎項及香港政府最佳健康促進獎項。現任中華預防醫學協會行為健康分會副主任委員、 中國心理學會行為健康專業委員會副主任委員、中國健康促進與教育協會心理健康教育分會常務委員及香港行為健康學會主席。另外曾任清華大學客座研究員、中山大學海外名師、澳門大學傑出學者。他是SSCI 期刊 International Journal of Mental Health主編及多本國際雜志編委。他共獲得了140多研究項目資助,發表了約730 篇SCI/SSCI文章(包括Lancet,BMJ),被引用超過28300次,h-index為83。
